1. General provisions

1.1 Full name of the organization department: research engineering department.

1.2 Abbreviation of the department – RED.

1.3 The research engineering department is created, reorganized and eliminated according to the Rector’s order on application of the vice-chancellor of scientific work and international relations.

1.4 The research engineering department is an organization development of scientific department of Magnitogorsk State University and is subordinate to the vice-chancellor of scientific work and international relations.

1.5 The structure and stuff of research engineering department is appointed by the Rector having submitted by the vice-chancellor of scientific work and international relations according to the current tasks and volume of work defined with long-term goals and university perspectives. The head of research engineering department is to have higher professional education, scientific degree of candidate or doctor of science, record of service not less than 5 years.

1.6 Guideline the research engineering department is provided according to the following documents:

1.7 Stuff of research engineering department are delivered appointment and dismissed according to their job description.

1.8 In its activity the research engineering department follows planned and normative and methodical documentation:

2. Major tasks

The department is to fulfill the following tasks:

To provide Magnitogorsk State University competitiveness in educational and scientific area;
To provide necessary conditions to usage and development at full extend the scientific and technical potential of university departments, independent staff and the university itself as a whole;
Forming priority directions of scientific and technical activity to create and master technological innovations, establishment and development scientific schools and leading scientific teams in the most important scientific and technological course of development;
Improving the effectiveness of innovation activity of the university on the basis of creation high technologies to provide competitive production and models of high technology;
To provide conditions to use effectively the given educational and scientific potential of the university as a significant export resource (participate in estimating departmental goal-oriented program, federal goal-oriented program of education development and other programs of Department of Education and Science of Russian Federation);
Developing perspective forms of scientific and technical collaboration with enterprises to form joint resolution of scientific and technical tasks of the main importance, creating high technologies and expanding the usage of university engineering in industry;
Providing conditions of legal protection and commercial implementation of intellectual property objects of the university created on the basis of scientific and technical and studies activity of the departments of the university and its staff as well;
Consolidation in scientific and technical collaboration with scientific institutions and organizations, plant facilities of Russian Federation and partners abroad. Arrangement joint research activities, holding conferences, seminars, meetings and publication of scientific works;
Infotainment of research teams and active promotion their engineering at intellectual service and high technologies market.

The research engineering department establishes the main tasks to be solved in the quality management system of Magnitogorsk State University:

to provide the Policy and Aims of Magnitogorsk State University in quality sphere in the framework of its activity;
to follow the demands of quality management system of Magnitogorsk State University in the framework of its activity;
to run the documentation;
to run the internal audit;
to run the monitoring of the process;
to run the infrastructure of the research engineering department;
the industrial environment of the research engineering department.

3. Functions

The department fulfils the following functions:

the head of the research engineering department administers and supervises the activity of the department;
the head of the research engineering department foresees the forecast and development of perspective scientific direction of the university;
the head of the research engineering department performs a perspective planning the current year;
the head of the research engineering department controls well-timed delivery of report documentation to Department of Education and Science of Russian Federation;
the head of the research engineering department exercises control of duty regulations of the department staff;
the head of the research engineering department prepares production meetings and conferences on organization, research and development of scientific research of Teaching Staff and Research Scientific Students’ Work (Appendix C);
the head of the research engineering department with collaboration of the vice-chancellor of scientific work and international relations assistant on organization of Research Scientific Students’ Work prepares and holds the meetings and holds scientific and methodological councils with the dean on scientific work;
the research engineering department assists the organization and implementation of scientific activities (Appendix C);
the research engineering department organizes the fulfillment of fundamental and prospective works, applied and experimental design scientific and research works being financed from all level budgets, off-budget and venture funds, means of economic agreements and internal funds of the university as well;
the research engineering department provides informational maintenance, methodological maintainability, records management and supervision of financial condition of scientific and research works having been fulfilled by organization department of the university;
the research engineering department inventories, registries and maintains legal safeguard of the objects of intellectual and industrial property being created as a result scientific and technical activity of the university;
the research engineering department monitors the scientific and research equipment, plans and purchases modern equipment, increases efficiency of its usage;
the research engineering department assists the support, establishment and development of scientific schools in major directions of science and technology advancement;
the research engineering department with collaboration of the vice-chancellor assistant of scientific work and international relations on organization of Research Scientific Students’ Work organizes students’ scientific and research work;
the research engineering department ensures record-keeping and provides the control of scientific and research labs of the university;
the research engineering department provides new scientific conference announcements (competitions, meetings, grants, etc) on Department of Science and Education of Russian Federation sites, Department of Education and Science of Chelyabinsk region, different grant funds and charitable funds and specific sites (appendix C);
the research engineering department cooperates reciprocal actions between state educational institution of higher professional education of Magnitogorsk State University with electronic library of theses of Russian state library;
the research engineering department promotes strengthening in scientific and technological collaboration with scientific institutions and organizations, plant facilities of Russian Federation. Organizes joint scientific research works, holds conferences, seminars, meetings and publishes scientific studies;
the research engineering department promotes document preparation to receive classification of the Department of Education and Science of Chelyabinsk region, Educational and Methodic Department, reviews on possibilities to use text-books in the process of education in educational institutions of primary vocational education, high vocational education, higher vocational education and post-secondary vocational education
the research engineering department promotes document preparation to register scientific and research works in All-Russian Scientific Research Technological Center ;
the expert on educational and methodic work in the department of research engineering promotes office work and efficient data ware of organization department of Magnitogorsk State University (job description).

4. Rights and responsibility

4.1 The research engineering department has right to:

carry out activities in collaboration with educational, scientific, production and administrative subdivisions;
request and receive information from structural subdivisions of the university to provide the efficient management of scientific and research activity;
set up contracts with third-party organizations and within the university on rendering the service of scientific and research character;
be in correspondence with organizations on questions inside its competence;
involve in established order the faculty, teaching staff and supporting staff, operating personnel, postgraduates and students, third-party specialists to fulfill scientific research work being advanced from the budget funds and off-budget funds and services given to a client by the university;
receive the resources to promote activity budgeted amounts, project plans and personnel arrangements in established order;
the head of the research engineering department takes part in work of different administrative structures of the university;
the head of research engineering department puts forward constructive suggestions to perfect the activity of the department and structural subdivisions of the university;
the head of the research engineering department provides help in organization and performance scientific practical conferences, seminars, round work tables, etc.
the head of the research engineering department acts as a representative in the name of the university on questions under the department jurisdiction.

4.2 The research engineering department responds within current labor legislation and civil law and in compliance with internal normative documents:

Quality and timeliness of fulfillment of the given by the disposition tasks and functions;
Timeliness data ware of the subdivisions of the university;
Quality of fulfilled works in compliance with job description.

5. Organization of work

5.1 The structure of the subdivision is confirmed by the rector of Magnitogorsk state university. The department consists of: the head of the research engineering department specialist on educational and methodical work of 1 category.
