IRD is to fulfill the following functions:

• to provide university competitiveness in global educational and scientific space (to conclude agreements on international cooperation, search for university partners on scientific cooperation, develop programs on double diplomas, work on translation the site into English language);
• the effective use of the educational potential of the University as a great export resource that is: participation in international projects, programs, competitions on getting international grants;
• to intensify integration processes in Commonwealth of Independent States (CIS) (extension the work with foreign students of the near abroad and foreign countries);
• to provide the high quality of university graduates’ competitiveness in the world educational and labour market (broadening the range of international programs and obtaining possibilities for students of different specialities to participate in them, to spread the ideas of world pluralism and intensification of the importance of fluency of foreign languages in the world labour market);
• to create new possibilities to train highly skilled professional personnel to work abroad taking into account priorities, needs and inquiries of towns and regions, foreign partners as well (raising the level of the lecturers’ skill in foreign institutions of higher education, exchange of lecturers);
• the investigation of globalization processes influence on global education, studying conceptual and organization principles of Bologna process to link up with MaSU educational system (organizing and holding international conferences and seminars; publishing joint scientific collected articles);
• to hold action plans on upbringing the young generation in tolerability spirit, mutual respect and friendship between the peoples (round table conferences, quiz, competitions, celebration of national holidays, weeks of national culture, meetings, talks, festivals, showing movies, etc.).
